Starting Annual Gross Salary:  RMB 160,381 (before tax and employee social insurance contributions; 13 th month bonus and employer social insurance contributions are paid on top of the gross salary; salary is non-negotiable)

Area of Selection:

This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date.

Short-listed candidates should be able to participate in tests and/or interviews in Guangzhou at own expense. The successful candidate will be required to relocate to Guangzhou at own expense.

Summary of duties:

Under the direction of the Management Consular Officer, the Common Services Officer (LE-07) manages logistical execution of program objectives and goals; provides and creates non-routine information and/or documentation; provides complex administrative support and services; provides services to diverse client base and initiates proactive collaboration; supervises other staff and performs other duties as required.

The Common Services Officer also supports the regional focus of the program with proactive cooperation and by relating to generally applicable procedures, news, events, policies and resources; seeks regional input and suggestions as applicable.

Mandatory requirements:

Education:

  • Minimum Bachelor degree from a recognized university with a specialization in Business, Finances or Accounting, or an acceptable equivalent through a combination of education and work experience.

Language:

  • Proficiency in English (reading, writing, listening, speaking)
  • Proficiency in Mandarin Chinese (reading, writing, listening, speaking)

Experience:

  • Recent experience (minimum three years in the past five years) in every of the following areas:

o Experience in managing a budget, and processing financial transactions
o Experience in using an accounting system such as SAP
o Experience in leading/coordinating projects
o Experience in providing client service
o Experience with general administrative duties

Knowledge:

  • Knowledge of accounting/budgeting
  • Knowledge of MS Office, including Outlook, Word, Excel and PowerPoint;
  • General knowledge of Human Resources

Abilities/skills:

  • Ability to provide high quality client service, including dealing with difficult clients;
  • Ability to write effective business correspondence in English and Chinese;

Asset Criteria:
Preferred standing may be given to those candidates who also meet the following:

Language:

  • Proficiency in French (reading, writing, listening, speaking)
  • Proficiency in Cantonese (reading, writing, listening, speaking)

Conditions of Employment

  • Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
  • Ability to obtain and maintain a valid “Reliability Status” security clearance

Operational Requirement:

  • Ability and willingness to work overtime on short notice as required;
  • Able to travel domestically and internationally as required.
